Comment (by nickm):

 better now?  (I had previously thought chan might be null because
 TLS_CHAN_TO_BASE tolerates NULL.  But channel_is_bad_for_new_circs doesn't
 tolerate NULL, so chan must be set.)

 Testing now with latest branch.
