#15923: path creation timeout?

is there a way for me to tell tor to have a limited timeout when trying to
 create a new path ?
recently I see more and more occations that tor says connected but i cant
use it. after somne poking I found in vidalia network interface that it is
trying to create new paths (usually two at a time) but is stuck in this
 way
 "
 <Path Empty> New
 <Path Empty New
 "
if I close those circuits manually it tries to create new one and will
work for sometime but it happens again and again and it's getting bad.
Is there a way for me to tell it to abandon a circuit if it didn't get
 created after say 10 seconds?
