Relays use MaxAdvertisedBandwidth to limit bandwidthrate and
bandwidthburst in their descriptors.
But authorities do not limit consensus weight by bandwidthrate. And they
shouldn't, because the consensus weight is not directly comparable with
the bandwidth rate.
Instead, bandwidth scanners should calculate weights based on
bandwidthrate. Torflow sort-of does this using partitions (see above).
