 We should create a class of directory commands for use at dir mirrors that
 can be used to query for information about the current consensus without
 downloading the whole document.

 The two commands that would be most useful are "What is the timestamp of
 your current consensus?", and "What is the hash of your current
 consensus?".

 These two will be useful for defense-in-depth items like #7126.
