Comment:

 In a forthcoming paper, Jansen, Tschorsch, Johnson, and Scheuermann
 describe an improved algorithm: kill circuits starting with those whose
 oldest cell (the one at the front of the queue) was inserted first. At
 first glance, this seems solid: "cell have been waiting a long time to
 drain" does seem like a good way to detect stuck or stalled or slow
 circuits which aren't likely to drain on their own.
