 It turns out that this fix seems to cause certain PIP inputs to be
 downloaded from inside the gitian VM. Here's the excerpt from my Gitian VM
 (which I blocked access to everything but Ubuntu's update servers as an
 experiment):

 Is there any way we can feed these as inputs to Gitian so they don't have
 to be downloaded?

 Note that I noticed this on the FF17 build process, not the FF24ESR. It's
 also possible it's specific to FF17, and we can just ignore it?
