 Once upon a time, irc.oftc.net grabbed a periodic list of Tor exit IPs,
 and added a mask @x.tor-irc.dnsbl.oftc.net for users coming from those
 IPs.

 But I frequently see users coming from e.g. tor-exit.boingboing.net which
 indicates that oftc didn't recognize they're a Tor exit.

 For a long time bulkexitlist was flaky, so I don't blame oftc for doing
 something else. Maybe now is a good time to revisit?
