 For those who enjoy writing trivial patches, the
 {{{
     rs->is_possible_guard = (wfu >= guard_wfu && tk >= guard_tk) ? 1 : 0;
 }}}
 line in set_routerstatus_from_routerinfo() is a good place to start.
