 Also, authority-only clients will try 6 authorities in the first minute.
 (5 in the first 30 seconds, 4 in the first 10 seconds). This isn't ideal,
 but it's also not the default, so I don't think it matters that much.

 One way to fix this would be to make
 ClientBootstrapConsensusAuthorityOnlyDownloadSchedule start with 1 or 2 or
 3, rather than 0. (What I really want is a way to say: "initial delay,
 then exponential on this other delay after that".)
