 I have a tor 0.2.8.9 that is refusing to make any outgoing connections,
 likely due to this bug.

 It happened after I left my laptop asleep for a day (112503 seconds),
 then woke it up, then waited a few minutes (151 seconds) before
 connecting to a new wifi network.

 I have found one workaround:
 * turn on bridges in Tor Browser's settings, wait for the consensus to be
 downloaded, then turn them off again.
