Why are these notice messages? If the user hasn't explicitly configured
anything wrt KIST, I don't think *any* of those should be logged at
notice.
Also, while this is fixed, please add a better explanation to the manpage,
it currently says:

I have no idea what AMAP is and the term is also not explained in the
manpage anywhere else. It doesn't even occur again in the entirety of the
tor source code.
