 I put it in Desktop, like normal for WIndows

 So when Tor browser updated to 7.0.10, I downloaded and installed the
 update and when Tor opened I got the "what changed in this update" page as
 normal. However, Tor did not remember that it had showed me the page:
 every time I restarted, I got that page.

 But I fixed the problem: I deleted Firefox, deleted the Firefox profile
 folders in %AppData%/Local and %AppData%/Roaming, removed MalwareBytes
 anti-exploit beta and anti-ransomware beta, and now Tor saves my settings
 as normal.
