Looks like a good start -- this might overlap somewhat with my work in a
branch called `python3_all` at
https://github.com/nmathewson/tor/tree/python3_all , where I tried to port
all our scripts, even the ones not regularly invoked, to python3.
The issue I ran into with this branch was the lack of testing on a lot of
those scripts. Adding some kind of tests would be really helpful to us in
terms of being confident that the ports are correct
Also I'd be happy to take PRs to one script at a time -- it seems in
retrospect that trying to port everything at once was a bit much.
