 I'd suggest grabbing the 'expert mode' tor.exe out of
 tor-win64-0.4.2.3-alpha.zip
 in
 https://dist.torproject.org/torbrowser/9.5a2/
 and with it, you can see tor's output to stdout, including whatever error
 message it is giving you.
