 The torrc that ships with windows has a config line for @LOCALSTATEDIR@ in
 it for the DatDirectory config option.

 A user should be able to uncomment this line and have it work by default.
 LOCALSTATEDIR is probably C:\Documents and Settings\Username\Application
 Data\Tor
