 Also worth noting: this only happens on a private network.  I can run a
 bufferevent-enabled client on its own, and it happily downloads directory
 stuff.  So update the working theory to say that the directories aren't
 sending RELAY_COMMAND_END cells for some reason.  This could be an exit
 bug, but this could also be a linked-connection bug.
