Wouldn't be sufficient to add a tooltip to that "what's this?" saying
something like:
"This is <b>not</b> the same as running a Tor public relay, this works as
a gateway to the Tor network for users whose ISP blocks them. If you don't
understand this, please follow this link

Or may be not a tooltip but a paragraph in the Basic Settings, so that you
can be sure everybody reads it.
