It's possible your issues are different. It sounds like you might have
applications using Tor as a client -- the "relaybandwidthrate" does not
attempt to restrict bandwidth for client applications, since we assume you
want Tor to work as well as possible. It also doesn't attempt to restrict
bandwidth used for directory fetches, etc.
So, what is this application that's trying to use Tor as a client for you?
