 So I took a closer look and it seems that if I use the generic L3RawSocket
 SuperSocket from scapy, rather than the OS-specific version (as seen in
 scapy.arch.linux.L3PacketSocket) there are no calls to select(), and it
 seems to solve this issue. I haven't yet tested this fix on OSX or Windows
 (I have neither), but it seems to work on Linux. Further testing and
 verification that we're sending/receiving all of the packets we expect to
 is in order -- of particular interest is what happens when multiple
 instances of ooni.templates.scapyt based tests are running concurrently.
