A connection in the `RENDDESC_WAIT` state can only get out of that state
if the descriptor actually arrives at the client or if the SOCKS
connection is closed.
We need to investigate what happens if the directory connection times out
for instance, do we close pending `RENDDESC_WAIT` connections or do they
stay in limbo? What happens if a second SOCKS connection comes in for the
same .onion but we still have one in that state?
