I'm not sure we have done that in the past that is a new protocol version
for a buggy Tor.
However, the argument is good that if we continue this filtering on
version _while_ having a protocol list, we basically hardcode a failure
mode for all other tor implementation to work as an HSDir unless they
advertise a version >=
@nickm, are you ok with going with HSDir=3 to be the version to be working
for prop224? If so, 032 is really the release to do it now.
