Comment:

 I have a patch for this in mikeperry/bug1952 that should fix this bug with
 a new consensus method 10, and should also cause the authorities to omit
 the bandwidth-weights line if it ever has incorrect weights.

 I'll also write up a proof that this won't happen again (modulo precision
 issues) that I'll be posting to or-dev.
