How about capping it at twice the maximum circuit build time ever
witnessed? That should let it grow plenty high while still preventing it
from reaching the "2 million seconds" that I got yesterday.
More generally, I fear the algorithm for computing the right timeout
behaves poorly in the face of even a small fraction of failing relays.
