 Yes, that sounds ok. I will get to the rebasing and renaming. I'll go with
 INITIAL. I tested this in the following scenarios (only on clients, never
 on relays):

  - First start, empty state file, no accounting configured. No problems at
 startup.
  - First start, empty state file, accounting configured. No problems at
 startup, accounting enabled log message, state file gets updated.
  - Second start after not exhausting bandwidth, startup with expected log
 messages, traffic allowed.
  - Ran until soft limit was reached, hibernation commenced as expected
  - started after soft limit was reached, expected log messages, state file
 NOT updated with latest time - all good.

 The last scenario made me realize this fixes another bug: We used to open
 ports etc even if we would then go on to close them immediately
 afterwards, because we had reached our quota already.
