On startup every Tor client makes two external circuits for port 80, and
two internal circuits.
How many of these typically get used (vs wasted)?
Jake was unhappy at the signature created by a Tor client starting up (TLS
connect to guards, do four little back-and-forth dances each of which
represents building a circuit).
Do most users never use the preemptive internal circuits? Is 1 direct
circuit good enough to start with? Should we try to remember something
about past usage patterns and put it in the state file?
I can see a different use case for TBB (where the human just started it
and presumably they plan to use it) than for, say, Debian where it starts
on boot.
