Comment:

 It doesn't sound like a Tor Browser bug -- more likely you are using it
 wrong, or you have some firewall in place that prevents you from running
 programs. And trying to do user support on trac is alas not a good
 interface.

 I'd suggest either asking on the #tor irc channel, or asking the help
 desk:
