Comment:

 I guess you are on Linux? That's #19211 then. FWIW: regarding the New
 Identity removal that's part of the Torbutton streamlining. We want to get
 rid of the extension in the near future. There will be a dedicated New
 Identity button on the toolbar as this is an important functionality. The
 item in the hamburger menu is just thought as a fallback.
