 When we send packets in the framework, we call into relay.c and do some
 cell parsing setup. If we moved this code into a separate c file, it will
 be easier to replace it with simulated calls for a trace simulator.

 This is not strictly required, but it will allow us to more easily update
 both the simulator and the in-tor implementation without conflicts.
