commit b5068e4826df147e61205aea8d8df247968c7a0a
Author: Nick Mathewson <nickm@xxxxxxxxxxxxxx>
Date: Fri Jul 31 10:46:52 2020 -0400

Extract bw_array_t and related constants into a header.

This will be used for testing.

Partially reproduces work by MrSquanchee in #33812.
