Better handle HTTP response codes when downloading descriptors
Good point from Dave that we shouldn't be so strict with the HTTP response
codes we accept. In particular...
* We should ignore the reason text (things other than 'OK' is fine).
* Any 2xx response code is ok.
* Add test coverage for these and non-2xx responses.
