[tor-commits] [tor/release-0.3.2] hs-v3: Refactor client refetch function
commit 469ee6e6fe0dbc9bb7b3c8ceed8aa7c494fd4ac3
Author: David Goulet <dgoulet@xxxxxxxxxxxxxx>

hs-v3: Refactor client refetch function
Create a function that tells us if we can fetch or not the descriptor for the
given service key.
No behavior change. Mostly moving code but with a slight change so the
function can properly work by returning a boolean and also a possible fetch
status code.
