    Add COLLECT_TIMESTAMPS option for configuring addOrUpdateBridgeHistory().
    
     * ADD a new option, `COLLECT_TIMESTAMPS` to the config file to configure
       whether or not to run the timestamp collection code, including
       `Stability.addOrUpdateBridgeHistory()`, in `Main.load()`.
     * FIXES #10724
