[tor-commits] [torspec/master] Remove consensus index spec which is not implemented.

commit 40a3a7d9338572b03f74ade07486bc2046813cd0
Author: Karsten Loesing <karsten.loesing@xxxxxxx>
Date: Wed Apr 18 12:10:04 2012 +0200

Remove consensus index spec which is not implemented.

Whenever we implement the consensus index we may want to revert this
patch (or part of it) to include its specification in dir-spec.txt.
