+    - Move responsibility for
+      honoring delayed SIGNEWNYM requests
+      from a once-per-second callback to a callback that is only scheduled as
+      needed.  Once enough items are removed from our once-per-second
+      callback, we can eliminate it entirely to conserve CPU when idle.
