[tor-commits] [tor/master] Make OptimisticData always-on.
commit 42a5e652cb9dc9818abd63d93fd51e908f2c56a4
Author: Nick Mathewson <nickm@xxxxxxxxxxxxxx>
Date: Tue Oct 13 14:37:40 2020 -0400

We've been using it for years, and it seems to work just fine. This
patch removes the option and its network parameter.
Part of #40139
