[tor-dev] Tagged and moved tickets based on triages spreadsheet

Hi, all!

Since Isabela is ill (get well soon, Isabela!), I've tried to
translate the results of 0.2.7 triage onto the bugtracker.  To ensure
that everything is reversible, I've tagged items with:
  027-triaged-1-in
  027-triaged-1-out
  027-triaged-1-deferrable.

I've then moved all of the 027-triaged-1-out items that didn't already
have code into 0.2.???.  Perhaps the rest should follow them soon.

I've likely messed something up at some point; not too much, I hope.

Here are the items that have found their way into the 0.2.7 milestone
that I did not see on the triage spreadsheet:
