i want to say download and install from source . you can find it in Â(https://www.torproject.org/download/download).

extract the tar file and read the README file for installation instruction.

you also need to install MSYS (http://www.mingw.org/category/wiki/autotools),Âlibevent, openssl, and zlibÂbefore you install TORÂ

I read description of all TOR projects:

"Stem" project looks nice for me, but it is in python. I would like
something in C#, dll library or command line tool.
But there is no "TOR client" project..

What do you mean by "TOR client" ?
