This is quite interesting, thanks for the report. I'm not sure why it would be advantageous to set up a server or network this way, but I guess they have their reasons. Maybe those are part of a traffic analysis setup, who knows. As have probably concluded from your table, Tor directory authorities allow up to two Tor nodes per IP address. -- Jesse V
