Proposal deadline for 0.2.1.x delayed until 5 Jun 2008

See the subject line.  I'd still prefer as many proposals as possible
to be in by the 30th of June, but I'm busy enough with wedding
planning that I probably won't have mine in then, and it's not fair to
make everybody else follow the procedure and flout it myself.

I'll send an email with a summary of active proposals and my thoughts
on them tomorrow, I hope.
