Hi Kartikey,

For Tor, the best place to discuss this is on the tor-dev mailing
list, which I've included. You should susbcribe and we can talk about
this there. As I understand it, student selections have not been made
for GSOC yet, so please don't take this as a guarantee that you'll be
able to be funded to work on this.

Anyway, the topic on the website is a bit ambiguous, so I've attempted
to flesh out the project more here:
