We've had changes to Tor that should have improved the network's
capacity. I've noticed that my mother's computer (a middle-man node on
a cable modem) no longer runs at max bandwidth all the time.
Are the biggest nodes still CPU bound? Are moderate nodes still
bandwidth bound? At what point / range are nodes limited by CPU or
limited by bandwidth? Which one do we have more to play with, in
general?
