[tor-project] New Website for Nyx (aka arm)

Hi all, I'm delighted to announce Nyx has a new home!

https://nyx.torproject.org/

For those who remember Tor Cloud this is stylistically based on it.
Feedback welcome!

Tested with Firefox and Chromium. Passes W3C validation and works
without JS (though no FAQ). I'll replace arm's old page
(https://www.atagar.com/arm/) with a redirect after a while unless
folks can think of a reason to keep the old site around.
