[tor-project] Tor Browser Meeting rescheduling

Hello everyone!

Daylight savings has migrated the weekly Tor Browser meeting to an 
unreasonable hour for some of us, so lets move it back an hour to 1600 
UTC in #tor-meeting2 in 2025.
