[tor-project] [gitlab] moving metrics group into network health group in Gitlab

Hi!

We are moving the metrics group [0] into the network health group [1] as
we are going to incorporate it in the network health work we do at the
Tor project.

Please, update your local repositories to point to the new location[2].
