[tor-project] Documentation about meetings at Tor

Hi!

I updated the documentation on how we run meetings in

Please read it and if you have any comment send them to me via MR or 
private message or this list.

I'm also interested to know your opinion on how we are running meetings:
- What works?
- What can be improved?
- What do you need to feel more comfortable participating in meetings? 
Any access needs that we did not consider yet?
