[tor-project] Monthly Community Council Update (23 Oct 2017)

Hello Tor! 

The community council had its first meeting after Montreal on Monday 10/23. We met to discuss the discussion of the case handling policy during the parallel sessions and the work done on the code of conduct during the open hack days. 

We plan on working on these two policies in the following month, meeting weekly.
