[tor-project] Retiring unsupported Debian and Ubuntu container images

Hi folks,

Conformant to TPA policy about container image lifecycle [0], we have 
retired the following container images hosted in the tpo/tpa/base-images 
project, due to the end of upstream support:

- Debian 'bullseye'
- Ubuntu 'focal'
- Ubuntu 'oracular'
- Ubuntu 'plucky'
- Ubuntu 'questing'
