I didn't report anything earlier because I wasn't sure if it was a problem at my end or not --- its my embedded tor + uclibc in a ramdisk. I've tried to debug what's going on but can't pin point it. I have lots of connections but no throughput. The problem seems to have started with the new bandwidth balance policy. Info below. This combination worked just fine with 0.2.1.22 and previous.
