- support arbitrary instance count per server
- add CPU affinity support (Linux/systemd only) - when enabled each tor instance is bound to a distinct logical CPU core (disabled by default)
- support CIISS v3 Happy Family based proof file generation (drop v2 proof files support)

- generate prometheus scrape configurations with correct starting section in YAML
- FreeBSD: use py311-passlib instead of py39-passlib
