[tor-relays] Re: webtunnel bridges for the telegram distributor

For WebTunnel docker container, please edit your .env and include:

   WEBTUNNEL_ENABLE_ADDITIONAL_VARIABLES=1
   WEBTUNNELV_BridgeDistribution=telegram

After you update your .env file, restart:

   docker compose down
   docker compose up -d
